The Baxter Comprehensive Plan contains official policies for land use, infrastructure (roads, water, sewer, etc.), parks, environment, and economic development. These policies are intended to promote orderly growth and to guide decisions on land use, public investments and other development approvals. The City is now working on updates to specifically address future land use and transportation.
